Happily married to Takako Kirikae and a father of two sons, Matsuura studied law at the University of Tokyo and economics at Haverford College, USA. Matsuura started his diplomatic career as a First Secretary at the Japanese Embassy in Ghana in 1961 shortly after his studies. Three years later, he was recalled to the foreign office in Tokyo where he served in various capacities rising to the level of Deputy Minister for Foreign Affairs between 1992-1994.

Between 1998-1999 he served as the chairperson, World Heritage Committee of UNESCO being elected UNESCO Director-General on 15 November 1999 for a 6-year term.

In Uganda, Matsuura will hold talks with officials from the ministries responsible for education, culture, science and communication, where the agency has projects. He will also make social visits to historical sites like the Kasubi Tombs and Namugongo.

Although UNESCO supports several programmes in Uganda, its activities are not well known unlike the other UN agencies like the UN Children's Fund - UNICEF, the World Health Organisation, the World Food Programme and the UN Development Programme.

Augustine Omare Okurut, the newly appointed secretary general of the national commission for UNESCO said probably their activities are not known because of the nature of their programmes.
